We want to thank you all for choosing to use Dr. Norm's Westside Animal Hospital as your family veterinarian office. We are excited and fortunate that our clientele has grown over the months since we have opened. I am sure you have noticed some new faces and veterinarians to assist Dr. Norm during our growing process. We appreciate your patience during this time. 

We want you all to know and have a relationship with each employee that is on our staff. With this, we are excited to announce that we have added a permanent associate veterinarian to our team. What this means for you as a client, is the added benefits of more appointment time availabilities and less wait time on scheduling surgeries. 

The Spencer Family, with our children Dylan and Makenzie. Not in the picture is our fur babies Sunny, Blu, and Monster. Dr. Norm and Christine have been married for over 15 years. Being a military family we have had the privilege to live all over the United States. But, it could not keep us away from coming back to Florida’s beautiful water and amazing beaches. 

Dr. Norman Spencer has been in the veterinary field for over 15 years. Starting as a kennel assistant he found his love for veterinary medicine and continued on to vet school, where he attended Auburn University. War Eagle! Dr. Norm is a Veteran of the US Navy and Army with 10 years in the service. Dr. Norm is a nature enthusiast and avid outdoors man.

Dr. Carsen Tierney grew up in Phenix City, AL. Growing up she spent much of her free time working at an animal hospital with her step-dad who is also a Veterinarian. She attended the University of Alabama for undergraduate, then went on to receive her Doctorate from Tuskegee University College of Veterinary Medicine.. 

Dr. Carsen’s special interests in Veterinary medicine include Endocrinology, Orthopedics, Clinical Pathology, and Cytology. Dr. Carsen and her husbandTyler, have a dog named Aly and cat named Pheobe. They spend most of their free time fishing, working out, and spending time with friends and family. 

Willie began his vet tech career in 2011 graduate of SPC Vet Tech program. He recently completed EMT school as well. Willie grew up in Apalachicola and lived in Tallahassee for 10 years before make PCB his permanent home. Growing up on the forgotten coast Willie enjoy's seafood, fishing, kayaking, spending time with family and travel. Pictured is Willie and his dog Rocko.

Jane is from Birmingham, AL where she worked in the medical field for many years. She and her husband Phillip moved to PCB in 2005, and have 2 Standard Poodles Rosey and Paisley. Jane has had a lifelong love of animals and joined Dr. Norm's staff in 2016.

Kaylee moved to Panama City Beach, FL in July of 2016 from Olive Branch, MS. She is currently attending Florida State University to receive a degree in Biological Sciences in hopes to one day attend Veterinary School. She enjoys going to the beach, hanging with her pups, and going on vacations - especially to Walt Disney World. 


Judy is a Florida Native, growing up in West Palm Beach Florida. She attended University of Florida where she met her husband, Steve. After vacationing to the 30A area, it was made a permanent residence over 10 years ago. Judy’s love of animals brought her to Dr. Norm’s Animal Hospital. Judy and Steve have two dachshunds to spoil and love. Frequently they take in abandoned animals to foster or release back into the wild.

Mary is a familiar face in the Veterinary Community locally and other states. She is a seasoned member of our team and has worked in many clinics for 30 + years and joined our staff in 2016. Her husband of 48 years is a retired U.S. Navy Veteran and both volunteer at the VFW. She has children, grandchildren, great-grandchildren, 2 dogs, 1 cat and a bird that keep her busy when not at Dr. Norms.

Laura grew up in Tallahassee, FL until June 2019 when she made Panama City Beach her new home. She began her career in small animal medicine in 2017 as a receptionist and is now a technician. Laura graduated from Florida State University with a Bachelor of Science in Criminology with a minor in Biology. When she is not working she loves spending time with her husband and three dogs, Bella, Ruger, and Echo. They love to be out on the water any chance they get.
